cta bug

I am wondering if this is new to 1.13. It seems that if my character has 2 cta's the one placed in the second weapon slot (right side of screen) will only give the +1 to all skills and not the command skills. Is this a known bug or something?|||Copy/pasted from Arreat Summit.

It's always been this way.|||No +3's only +1. The weapon has +1 all skills (yes, I'm recieving that), it also has +3 to the other oskills but they aren't going onto my skills. You're capped at +3, period. It might SHOW it as +3 but only because it lowers the oskill from +6 or whatever to +3, but those only apply ONCE. Which means you're already getting the +3 from one of the CTAs. The other one does nothing.|||Thanks for clearing that up for me Harahune.
