help new leveling bug in 1.13?

Hi im leveling a barbarian at level 20 and i was rushed to act 5 yet i stopped leveling at one point i have 734,329 experience and needed 712,231 to level. is this a bug cause i have 24 skill points in total, i should be level 23 but im only level 21 heres a pictures for proof

|||there are some "skill" quests. akara give u +1 after den of evil.if u kill radament u drop book of skills and when u use it, it gives u +1 (probably not in your case).and if u kill izual and free his soul he gives u +2. so akara +1 and izu +2 = +3 skills. so on level 21 u have 24 skill points...|||Den Of Evil -> 1 skill point

Skill book from Radament -> 1 Skill point

Golden bird quest reward potion -> + permanent 20 life

Lam esen's tome -> +5 attribute points to spend

Fallen Angel -> 2 skill points

For instance you can complete the ancients quest at lvl 20, but you will not gain much experience points from baalruns before lvl 25, which is why it's so common to wait with ancients until lvl 24, since killing them at that lvl will automatically get you to lvl 25.|||I experienced this same bug when levelling my first character with the new ladder in the last few months, and I fixed it by closing diablo2 and reopening it. Contrary to the above posters, it is a real levelling bug, not related to accumulated skill points or being in the wrong area. Notice that he is in the maggot lair at 21, which is about right.

When this happened to me, it was on my merc, who wandered away and froze around the time he would have caught up in level to me. When I opened a portal and made him active again, he had passed the experience points for the next level, but hadn't levelled up, and he continued gaining experience points, but didn't gain a level until I logged off and back on.
